The Embassy of Guyana in the State of Kuwait welcomes new Chargé d’ Affaires.
Troy F. Torrington is a career diplomat in the Foreign Service of Guyana. He joined the Ministry of Foreign Affairs in December 1996 as a Second Secretary after graduating with high honours in English and Law from the University of Guyana. Troy was promoted to the rank of Ambassador in January 2017.
During his career, Amb. Torrington served successively as Desk Officer for Asia and the Pacific, as member of the Frontiers Unit and then as the Personal Assistant to the Director General and Minister of Foreign Affairs. He was then posted to the Permanent Mission of Guyana to the United Nations from 2005 – 2017.
In the course of his posting to the United Nations he undertook various assignments including representing Guyana, Caricom and the G77 in the Second and Fifth Committees. He served as Vice Chairman of the Second Committee and Coordinator and Facilitator of negotiations on Financing for Development, External Debt, Climate Change, Human Resources Development, Agriculture and Food Security, Disaster Risk Reduction, Global Pact on Migration, High Level Meeting on Non-Communicable Diseases, Tax Cooperation, UNCCD matters, ECOSOC Reform, SIDS World Humanitarian Summit, Addis Ababa Action Agenda, Information and Communications Technology, 2030 Agenda for Development and the SDGS, UNDP/UNFPA and the UNICEF Executive Boards.
From 2017 – 2020 he served as the Director of the Department of Multilateral & Global Affairs and held the responsibility for Guyana’s relations with Europe, the Middle East and Africa, Candidatures, Human Rights and major Intergovernmental organizations, including the United Nations, European Union, NAM, AU, OIC, G77, Commonwealth and ACTO. From 2020 – 2024 he coordinated training and capacity building programs for diplomatic and non- representational staff through the auspices of the Foreign Service Institute of Guyana.
Amb. Torrington has had the benefit of wide-ranging educational and training opportunities at the post-graduate level and is a graduate of the University of Guyana, Institute of International Relations of the University of the West Indies, Foreign Affairs College of China, Center for Hemispheric Defense Studies of the National Defense University in Washington DC, International Peace Institute and UNITAR, among others. He is the recipient of several academic and other honours for his scholastic and extra-curricular achievements.
Amb. Torrington was appointed as Chargé d’ Affaires of the Guyana Embassy in Kuwait in August 2024 and anticipates working with the dynamic team of the Embassy to significantly strengthen the long-standing collaboration and beneficial relations between Guyana and the State of Kuwait.
Amb. Torrington is married to Dr. Ruth Jacobs.
